The Internal Checklist We Use Before Sign-Off on a Turnkey Project Handover
A handover comes with responsibility before one passes ownership to the other. A turnkey project handover isn’t complete when construction ends. It’s complete when every system is tested, every document is verified, and every stakeholder is confident in the facility’s performance.
At Fabtech, delivering turnkey projects means much more than designing and constructing a facility. Our responsibility extends to ensuring that every process system is fully functional, compliant, and ready for commercial production before the keys are handed over.
Every facility handover follows a rigorous internal sign-off process that combines engineering excellence, quality assurance, and regulatory compliance. This final stage ensures our clients receive a manufacturing facility that is ready to perform from day one.
Here’s the checklist our teams follow before every turnkey project handover.
1. Engineering & Installation Verification
Every successful turnkey solution begins with verifying that the facility has been built exactly as designed.
Our life engineers inspect the complete installation, including cleanroom architecture, HVAC systems, process piping, electrical systems and process equipment. Every connection, interface, and installation detail are checked against approved drawings and project specifications to ensure full GMP compliance.
Any deviation, no matter how small, is reviewed, corrected, and documented before the project progresses to the next stage. This meticulous verification ensures that the facility delivered is the facility that was engineered.
2. Commissioning, Performance Testing & Cleanroom Validation
Installing equipment is only one part of delivering a successful turnkey project. Every critical system must demonstrate reliable performance under actual operating conditions.
Our teams carry out comprehensive commissioning and qualification activities for HVAC systems, purified water systems, clean steam, compressed air, electrical infrastructure, and process equipment. Airflow balancing, pressure cascades, temperature and humidity control, alarm testing, and utility performance are all verified before sign-off.
For every cleanroom, detailed cleanroom validation is performed, including airborne particle counts, HEPA filter integrity testing, airflow visualization, recovery studies, and environmental mapping. These tests confirm that the controlled environment consistently meets the required ISO classifications and GMP compliance standards.
3. Automation, Controls & Operational Safety
Today’s manufacturing facilities rely on intelligent automation to ensure precision, consistency, and traceability.
Before every turnkey project handover, our engineers verify PLC and SCADA functionality, interlocks, alarm management, data logging, user access controls, and communication between integrated systems. Every automated sequence is tested under both normal and simulated fault conditions.
Alongside automation verification, comprehensive safety inspections are completed, covering emergency shutdown systems, fire protection, equipment guarding, electrical safety, emergency exits, and operator accessibility. This integrated approach ensures the facility is safe, reliable, and production-ready.
4. Documentation & Regulatory Readiness
A facility handover is incomplete without comprehensive documentation.
Projects especially in regulated industries like pharmaceuticals and medical devices. undergo a detailed review of Design Qualification (DQ), Installation Qualification (IQ), and Operational Qualification (OQ) documentation, along with as-built drawings, operation and maintenance manuals, calibration certificates, validation reports, equipment documentation, warranties, material certifications, and standard operating procedures (SOPs).
Complete and well-organized documentation not only supports quality assurance but also enables smoother regulatory audits, simplified maintenance, faster troubleshooting, and long-term compliance throughout the lifecycle of the facility.
5. Client Walkthrough & Operational Readiness
One of the most important aspects of a successful turnkey project handover is ensuring that the client is fully prepared to operate the facility.
Our engineers conduct detailed walkthroughs of the complete manufacturing facility, demonstrating equipment operation, HVAC systems, process utilities, automation controls, maintenance procedures, and emergency protocols.
This collaborative review helps operators gain confidence in the systems while ensuring a seamless transition from project completion to production.
6. Successful Batch Trials
Before a facility is ready for handover, it must demonstrate that it can consistently perform under actual production conditions. This is achieved through successful consecutive batch trials, conducted using the installed equipment and validated processes.
These trials verify that the facility, utilities, equipment, and operating procedures work together reliably to produce products that meet predefined quality standards. Any observations are thoroughly reviewed and resolved before proceeding further.
Only after the successful completion of batch trials does the project move to the final internal quality review and sign-off, ensuring the facility is truly ready for commercial operations.
7. Final Quality Review & Internal Sign-Off
Before any turnkey project is officially handed over, it passes through one final internal quality review.
All punch-list observations are closed, corrective actions are verified, and systems are re-tested where necessary. Representatives from engineering, project management, commissioning, validation, procurement, site execution, and quality assurance collectively review the project before granting approval.
This multidisciplinary sign-off ensures that every system, document, and process has been independently verified, giving our clients complete confidence in their new facility.
Delivering Confidence, Not Just Infrastructure
At Fabtech, a successful turnkey project handover extends far ahead of finishing construction. It is about delivering a fully verified, compliant, and operational manufacturing facility that is ready for immediate production.
Our structured handover process combines engineering, commissioning and qualification, cleanroom validation, GMP compliance, and rigorous quality assurance into every project we deliver.
For us, a turnkey handover is finished only when every system performs as promised.
